The clerk set two signs on the counter. June held her phone. Malik held a paper folder. “Which line goes first?” the manager asked.
“The county's new sign-up plan starts today,” the clerk said. “We need to choose which line comes first.”
The county could use a digital ID on a phone for public services. A quick scan could fill in the same details each time. Paper ID could keep the door open for people who didn't have a phone they could use.
June tapped the phone sign. Her details were ready for a quick scan. Malik opened his folder. His forms were ready, too. The clerk looked from one path to the other.
Malik looked at the two signs on the counter. One said, “Phone ID first.” The other said, “Paper ID first.” The county could use either sign as its main path.
The manager pointed to the phone sign. “This could save time,” she said. “People could use one secure check for more than one service. We could keep fewer paper forms in the back room.”
The clerk pointed to the paper sign. “A phone shouldn't become the door to help,” he said. “Some people have an old phone, a shared phone, or no phone they can use. They still need a clear path.”
June lowered her phone. Malik opened his folder. Both paths had a cost. The phone line could move fast when the scan worked. The paper line could welcome more people, but it asked staff to sort each form by hand.
